DDA Board Members

The DDA is governed by a Board of Directors, appointed by the Township Supervisor and Board of Trustees, that is comprised of residents, business owners and elected officials who volunteer their time to improve their community.

The Board meets regularly on the second Tuesday of the month, at the Township Hall. The agendas are available on this website.

Greg Gagnon
Greg Gagnon, a Shelby Township resident since 1985, was appointed to the DDA Board in 2013.

As the chair of the DDA Board, Greg is responsible for keeping the board on task as it works to improve the economic conditions in the Van Dyke (DDA) Corridor and transform the corridor into a destination for business, shopping, entertainment, and civic functions.

A real estate broker for 1st Choice Realty & Property Management located at 51543 Van Dyke Avenue in the heart of the DDA District. Greg obtained his real estate license in 1977 and worked for Earl Keim Realty on Van Dyke & 21 Mile for many years.

Greg is an active volunteer in the community. He was elected as the 2013 President of the Shelby Township Optimist Club and he has been a participant on the Mount Clemens DDA Retail Committee for several years.

Greg and his wife Debbie have three grown children and three grandchildren who live in Shelby Township.
Jeff English, Board Member
Jeff English
Jeff English joined the Shelby Township Downtown Development Authority (DDA) in 2010. He brings 25 years of building business experience to the DDA. He sits on Design Committee.

Jeff is a local builder / developer who is currently developing Providence Park Condominiums, a mixed use development with 258 residential units and approximately 70,000 square feet of retail and office located on the north east corner of 24 mile and Van Dyke. He is also the owner of the Malibu Centre office buildings located on the west side of van dyke just north of 23 mile. Malibu Centre consists of two 13,000 square foot buildings. Also, he was a member of Macomb Township's Board of Review from 2002 to 2008.

Jeff has lived in Shelby Township, for the past four years. He grew up in Sterling Heights. He has a daughter attending grad school at Wayne State University and his son graduated from Eisenhower High School in 2011. Jeff is a member of Community Christian Church Sterling Heights.

Since July 2009, Bill Hellebuyck, owner/operator of Hellebuycks Power Equipment Center, has been the the chair of its Economic Restructuring Committee.

The DDA's Economic Restructuring Committee promotes economic growth within the Corridor through business retention and recruitment activities. Some of the committee's tasks include monitoring the inventory of businesses and vacant locations on the Corridor as well as look for ways to stabilize and improve the district.

Hellebuycks is located in the DDA Corridor on Van Dyke just south of 24 Mile Rd. The business started with Bill and his parents as Bill's Mower Service in the early 1970s. Hellebuycks offers retail sales, parts & service for lawn mowers and snow equipment. There is a second location in Warren near 13 Mile Rd & Mound.

Pat Rabaut Miller
Pat Rabaut Miller has been on the Shelby Township DDA Board since 2010. She is also the chair of the Organization Committee.

The Organization Committee creates the DDA Newsletter with information impacting the corridor as well as ensuring the Board works cohesively with the other organizations within in the township including the Townships Department Managers and the community leaders.

Pat brings broad business background to the DDA Board. She worked for AT&T starting in the Sales organization and then moving on to Public Relations / Communications; Training, Operations and finally in Information Technologies coordinating the cross-functional needs of system conversions. She retired from AT&T in 2008.

She has lived in Shelby Township since 2005, moving from Bloomfield Hills. Pat is actively involved in volunteerism. Along with being a member of the Board for the DDA, she is also on the Board of the Central Macomb Optimist Club and Widowed Friends.

Jeff Swartz, Board Member
Jeff Swartz
Jeff Swartz has been on the Shelby Township Downtown Development Authority since it's inception in 2006.

Jeff is the 2nd generation business owner of Swartz Enterprise, which is located near the corner of 24 Mile Road at Van Dyke. Swartz Enterprises was established in 1965. The business operations include distribution of roofing products and installations. 

Jeff graduated from Romeo High School in 1979 and is married to Ann Marie for the past 22 years. They live in Auburn Hills.
